I think that it would be wisest to target Ghana because it has historically been the most friendly towards the repatriation of Africans and has entertained granting official dual citizenship to Africans of the Diaspora.
In the larger scheme, if you have a solid formation of Africans with resources, skills, and discipline will be welcomed in most (non-Arab dominated) African nations. Just look at the Chinese and East Indians who’ve penetrated the continent, they don’t respect the culture, they don’t even pretend to work in the interest of Africans or African nations, but their money, skills, and organization talks, and opens doors.
